1. Go to Start > Run > type in: 'regedit',- without quotation marks, and press Enter.
2. In the Registry Editor window navigate to the following entry: HKEY_USERS\.DEFAULT\Keyboard Layout\Preload

3. In the Registry Editor window on the right pane:
00000409 - English language
00000419 - Russian language
4. In order to make Russian as a default one, just change the value in key "1"
; to "00001419".
Example:
Name: "1"; Value: "00000419"; Default Language: "Russian"
Name: "2"; Value: "00000409"; Second Language: "English".
